Police, army officers arrested for kidnapping, robbing businessman

KYOTERA – Police in Kyotera have on Thursday, June 27 arrested three officers from police and army after receiving information that they kidnapped a businessman in Mutukula and demanded a ransom of shs200m.

Sserugo Iddi (victim) said that kidnappers threatened him to pay the ransom or else he loses his life.

Suspects have been identified as D/c Ntibankundiye Edison attached to Central Police Station (CPS) Kampala and L/ Cpl Beyeza John UPDF officer attached to Makindye military barracks and a one Nkundamukama Victor who is also believed to be an army officer.

According to Sserugo, three officers attacked and arrested him at Mutukula on Wednesday 26 claiming that he was dealing in black dollars.

He further says the officers demanded him to pay a ransom of shs200m or else they shoot him dead.

“For fear of my life, I surrendered shs20m which I had in my pockets,” he said.

According to police, the officers robbed shs20m from Sserugo but after they went and hid in Perfect lodge in Kyotera.

“We were tipped by hotel workers that some wrong elements hired some rooms and could be planning some deadly mission,” said an intelligence police officer.

He added that they had received information that the armed robbers attacked Sserugo, put him on gunpoint and robbed him shs20m.

During the search, police stormed the hotel and found the robbers inside with shs20m, guns, police and UPDF uniforms and handcuffs.

The security source says the suspects were arrested and taken to Kyotera police station for interrogation under file number SD Ref 52/26/06/2019.

Joshua Tusingwire, the head of investigations at Central Police Station Kampala confirmed signing a matching order to Ntibankundiye Edison.

“It is true I have a sanctioned file on my desk and I sent Ntibankundiye Edison to go and arrest the suspect such that he can face trial, “ Tusingwire said.

He, however, says he was shocked when Edson used the same matching order to arrest a different person.

“The person he arrested and robbed is not wanted by the court and I also don’t know him,” he said.

Tusingwire further added that he signed a matching order for Edson to make the arrest but he rather went and robbed, therefore he must answer for them.

ASP Paul Kangave police spokesperson for Greater Masaka confirmed that the officers are under arrest.

“It’s true we have two officers in our custody on charges of aggravated robbery and kidnap and after investigations, they will appear in court for trial,” he confirmed

ASP Kangave adds that the case is registered under file number CRB 341/ 2019.
