NEW FACES: Economist Ggoobi takes charge of Finance, Batebe handed Energy as Museveni shuffles PSs

KAMPALA — President Museveni has in a dramatic reshuffle of the Permanent Secretaries announced on Thursday evening, ended a three-decade stay at the Ministry of Finance for Mr. Keith Muhakanizi, who has been moved to the Office of the Prime Minister.

Mr. Muhakanizi will be replaced by economist Mr. Ramathan Ggoobi, who behind the scenes has been a long term private advisor to Gen. Salim Saleh, believed to be the most powerful man after President Museveni on the current government issues.

Mr. Ggoobi’s whose day job is a lecturer at Makerere University Business School, leads the list of new comers in government.

In other changes, new face Ms Ketty Lamaro has been appointed Permanent Secretary to the Ministry of Education replacing Mr. Alex Kakooza who is the new Principal Private Secretary to the Vice President. Ms Lamaro, a favourite of the First Lady Janet Museveni has been the ministry’s undersecretary.

Another new face is Ms. Geraldine Ssali, the former Deputy Managing Director National Social Security Fund (NSSF) who is the new Permanent Secretary, Ministry of Trade, Industry and Cooperatives while Lt. Gen. Joseph Musanyufu has been deployed as Permanent Secretary Ministry of Internal Affairs.

The President has also appointed Maj. Gen David Kyomukama Kasura as Permanent Secretary Ministry of Agriculture, Animal Industry and Fisheries, whike Eng. Irene Batebe is the new Chief at the Ministry of Energy and Mineral Development.

Aggrey Kibenge retains his positio appointed PS Ministry of Gender, Labour and Social Development.

Dr Aminah Zawedde has been appointed PS Ministry of Information, Communication, Technology and National Guidance, while Robert Kasande has been sent to Ministry of Justice and Constitutional Affairs while Benjamin Kumumanya remains the PS Ministry of Local Government.

The others include Doreen Katusiime as Permanent Secretary, Ministry of Tourism, Wildlife and Antiquities, Alfred Okidi, Ministry of Water and Environment, Bageya Waiswa, Ministry of Works and Transport, Edith Mwanje, Ministry of East African Community Affairs Rose Kafeero to continue as Secretary in the Inspectorate of Government.

Former Minister of Defence Adolf Mwesige has been appointed as the new Clerk to Parliament, replacing Ms. Jane Kibirige who is dropped.
