KAABONG- Kaabong Member of Parliament, Rose Akello Lilly is set to represent the newly-created district of Karenga that was cut out from Kaabong district.

Karenga district will henceforth be Hon Akello’s new constituency this development now leaves her Kaabong constituency vacant at the moment.

On July 18, 2019, the Deputy Speaker of Parliament, Jacob Oulanyah chaired a meeting of the house and the parliamentary elections of Act 8(5a),stated that they allow a sitting Member of Parliament to claim liberty of either staying in his or her constituency or rather have the liberty to switch to a new one.

“As required under article 82(2) of the constitution, the clerk has written to the Electoral Commission informing them of the vacancy in the districts of Kaabong as occasioned by the choice made by Akello” Hon Oulanyah stated.

Suggestions were rather aroused on how to put a law on the Executive creation of new districts and the advice was by Hon. Medard Lubega Sseggona the shadow Minister of Justice and Constitution Affairs.

Hon Sseggona noted that the creation of new districts causes unnecessary administrative costs.

“Notice is given that I intend to motion to freeze the creation of new districts,” Hon Sseggona said.

He further added that mysterious districts are being created and there are insufficient increments made in the judiciary.

“Our provision of MPs is to strengthen the Executive and the legislature but there are no magistrates. In addition, there are no Judges, these problems cause backlogs.” He remarked.
