KAMPALA – The Cabinet Minister of Information Technology and Communications Frank Kagyigyi Tumwebaze has on Saturday 8 attacked former Forum for Democratic Change (FDC) president Kizza Besigye for applauding the House upon Human Rights Act 2019.
Mr. Besigye had earlier posted congratulating the House for the enactment saying that Security Officers must take note before being used by president Museveni.
“This is a progressive law. Congratulations to Parliament for this enactment. Security Officers must take note. NRM/M7 Junta impunity may cover your offences now, but they’ll catch up with you, soon or later! police, UPDFspokespersn and UHRC UGANDA,” twitted the Peoples’ president.
Now, the minister replied to him saying that he is a self-contradictory man as he has always accused the Parliament for working in favour of Mr. Museveni.
“What a contradiction from you. A junta making a progressive law? And you have always said that Parliament serves the interests of one man Museveni. Better be progressive minded and not reactionary on everything,” replied Mr. Tumwebaze.

According to the Act, it gives effect to article 50(4) of the constitution by providing for the procedure of enforcing human rights under chapter four.
