Kadaga warns ministries, agencies against facilitating MPs

KAMPALA – Speaker Rebecca Kadaga cautioned all heads of government agencies against facilitating MPs when carrying out oversight duties saying Parliamentary Commission budgets for these activities and there is no need to make budget provisions for these activities.

She said: “I have received a number of reports that despite drawing my attention to accounting officers on the need not to fund Committees of the House which are irregular, some Ministries and agencies have continued to do so.”

Ms. Kadaga also revealed that the Secretary to Cabinet, John Mitala has been written to about the matter and copies sent to heads of public institutions and those who insist on facilitating MPs will be held liable; “I retaliate that the Parliamentary Commission has a budget for activities of Committees and therefore don’t require additional funding from Ministries, Departments and Agencies.”

The Speaker made the remarks during the State of Nation address held at Serena hotel in Kampala on Thursday.

During the address, the Speaker also announced that Parliament is in final stages of introducing an application (App) where the public will be in a position to make comments about the bills to allow Parliament get feedback so that Ugandans don’t have to come physically to Parliament to submit views on bills.
