


KAMPALA–Inspector General of Police Gen Kale Kayihura has reshuffled police commanders in a move aimed at enhancing the efficiency of the force.
In a memo seen by this website and sent to all units, the IGP reminded commanders and police officers of their duties towards the citizens.
He urged them to focus on building the professionalism of the force and asked them to build their competencies in political education and technical skills of police officers.
“I call upon you to double your efforts in your respective areas of deployment,” Kayihura rallied the officers in a memo.
“The current smear campaign should not demolarise you or distract you from your work,” he added.
The development follows a major change in the police that saw AIGP Asan Kasingye replaced by SSP Emilian Kayima as the police spokesman.
A statement issued by Kayihura indicates the transfers have been made in districts and regions of Maracha, Mpigi, Buikwe, Njeru, Kumi, Rukiga, Kaabong, Ntoroko, Pakwach, Butebo, Bunyangabo, Kyenjojo, and Jinja Central.
Others are Rwenzori East, North West Nile, Kyoga North, Kmp East, Kmp South, Kmp North, West Nile, Katonga, Ssezibwa, Kyoga East, Kigezi, Kidepo, Rwenzori West, Bukedi and Kiira.
In the shakeup, SSP John Peter Ematu, the Regional Police Commander North Kyoga, who had been summoned to Professional Standards Unit in Kampala for disciplinary action has been restored to his position.
Ematu and SP Joel Tubanowe, who was DPC Lira were suspended recently suspended after police clashed with Dr. Kiiza Besigye’s supporters in Lira town.
The fracas took place at Lira Town College where Besigye had gone to campaign for the FDC presidential aspirant Patrick Emuriat Oboyi.
Police dispersed the crowds using teargas and bullets, an incident that left a one Isaac Okello injured by a stray bullet.
In the shakeup, ACP Richard Ecega has been moved from Rwenzori East to Pts Ikafe as commandant, SSP Ceaser Tusingwire from Course to Rwenzori East as RPC, while SSP Andrew Kagwa has been taken to FFU after completing his course.
Others commanders like SSP Ingatius Otong, Bashir Sempala, SP Victor Nahabwe Victor have been taken to North West Nile as RPC, KMP East as deputy RPC and KMP South as Deputy RPC respectively.
Gen Kayihura last week transferred police officers in areas of North Kyoga, Sezibwa, Wamala, Busoga East, West Nile and Albertine region.
The changes come a few days after the commencement of Kayihura’s new term. Gen Kayihura who was first appointed IGP in November 2003, started a new term on November 10.
The police has in the recent past been under criticism over the nature of its operation. President Yoweri Museveni during the memorial service of the late AIGP Andrew Felix Kaweesi tasked Gen Kayihura to clean up the institution, which he said had been infiltrated with criminals.
