Public Opinions has recognized 74 Uganda Development Champions and Leaders for their exceptional contributions to achieving Uganda Vision 2040 and the United Nations Sustainable Development Goals. This vision aims to transform Uganda from a predominantly peasant and low-income country to a competitive upper-middle-income country within 30 years.Launched in 2007, Vision 2040 focuses on strengthening the economy’s fundamentals to harness abundant opportunities in areas like oil and gas, tourism, minerals, ICT, and agriculture.
The 2024 national budget theme, “Full Monetization of the Ugandan Economy,” aligns with Vision 2040’s objectives, emphasizing commercial agriculture, industrialization, expanding and broadening services, digital transformation, and market access. The 74 Development Champions and Leaders have demonstrated unwavering commitment to realizing President Yoweri Kaguta Museveni’s vision. Public Opinions, a field-based organization, conducted a six-month survey to identify these champions, who have made significant strides in leadership, public awareness, and investment advisory. Public Opinions is working working towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals through Training sessions in leadership, Diplomacy, Strategic engagements, Public Awareness, Information Dissemination, Printing of promotional and campaign materials, investment advisory,etc.
By 2040, Uganda aims to reach a per capita income of USD 9,500, with the country graduating to the middle-income segment by 2017. Public Opinions supports this vision and the United Nations Sustainable Development Goals through training sessions, public awareness, and information dissemination. Notably, Uganda ranks 18th among 52 African countries in SDG implementation, with an overall score of 54.88.² The recognition of these development champions marks a significant step towards achieving Uganda’s development goals. Under the Leadership of H.E Yoweri Kaguta Museveni, The National Resistance Movement was founded as a Liberation Movement that waged a successful protracted people’s struggle that liberated Uganda from fascist and dictatorial regimes. The National Resistance Movement restored political stability, respect for human rights, national unity, peace, security, law and order, Constitutionalism and the rule of law;NRM launched and executed a minimum economic recovery programme through rehabilitation and development of socio-economic infrastructure, reduction and control of inflation, promotion of local and foreign investment, promotion of private sector led growth and export oriented production. Today, the National Resistance Movement is implementing the Parish Development Model (PDM), Emyooga, Skilling Projects to transform the people of Uganda into the money economy hence attaining a self-sustaining independent economy.

The Uganda Investment Authority (UIA) has developed a network of industrial parks, including Namanve, Bweyogerere, and Luzira, fostering a diverse range of goods production. New parks are planned in Gulu, Arua, Lira, Hoima, and others, alongside Science, Technology, and Innovation Parks (STIPs) in Pakwach, Kyankwanzi, Kamuli, and Rubirizi. Under Museveni’s leadership, the industrial sector’s contribution to GDP has reached 27.6%, with mining and quarrying at 2%, manufacturing at 15.4%, electricity at 1.3%, water at 2.3%, and construction at 6.6%. By tripling Uganda’s pediatric surgery beds, the hospital has significantly enhanced the country’s capacity to address pediatric surgical needs. The Government of Uganda’s commitment to healthcare transformation is evident in the hospital’s state-of-the-art facilities and training programs for local healthcare professionals. This strategic move underscores the critical role of intelligence in informing command decisions and ensuring national security. As President Museveni aptly puts it, “The Intelligence is the eyes, ears, and the nose of the Army”. Under his guidance, Uganda has experienced economic growth, improved infrastructure, and increased access to education and healthcare.² The country has also made significant strides in regional politics, promoting integration and cooperation among African nations. These achievements demonstrate President Museveni’s commitment to transforming Uganda into a secure, well-governed, and developed nation.

Established to defend and protect Uganda’s sovereignty and territorial integrity, the UPDF has transformed into a modern, professional, efficient, and accountable force, thanks to Museveni’s vision.As a non-partisan, national, patriotic, professional, disciplined, and productive force, the UPDF operates under civilian authority, ensuring a safe and secure environment for all Ugandans. Key achievements include preserving sovereignty, cooperating with civilian authorities during natural disasters, fostering civil-military harmony, and engaging in productive activities for Uganda’s development. Under Museveni’s leadership, Uganda has witnessed improved civil-military relations since 1986, earning him recognition as a Ugandan Peace and Development Champion.

The establishment of the National Youth Council in 1993, National Women’s Council in 1993, and National Council for Disability in 2003 demonstrates Museveni’s commitment to promoting social equality and development. These councils have played crucial roles in organizing, mobilizing, and engaging respective groups in development activities. Additionally, the Emyooga initiative has created over 380,000 employment opportunities and allocated Shs. 100 billion for the 2023/2024 financial year, showcasing the government’s focus on job creation and economic growth.

The Government of Uganda under the dedicated leadership of H.E Yoweri Kaguta Museveni has achieved remarkable success in promoting economic growth through export promotion. Uganda’s exports surged by 34% to USD 7.471 billion in the year ending April 2024, driven by significant increases in gold, coffee, oil re-exports, and manufactured products. Key destinations include EAC (29%), COMESA (29%), Middle East (24%), and Asia (20%). Value addition initiatives have yielded positive results, with cement, sugar, plastic products, soap, and beer exports contributing substantially. Additionally, Foreign Direct Investment inflows reached USD 2.46 billion in FY2022/23, with USD 1.27 billion more attracted by December 2023/24, while remittances from Ugandans abroad increased to USD 1.43 billion in 2023.

With a projected GDP growth of 6% in the 2023/24 financial year, Uganda surpasses Sub-Saharan Africa’s average of 3.8% and the global average of 2.9% for 2024. The economy’s size has increased to Shs 202 trillion (USD 53.3 billion), with each citizen’s potential GDP per capita at USD 1,146. Key sectors – services, agriculture, and industry – are estimated to grow at 6.6%, 5.1%, and 5.8%, respectively, driven by robust recovery in retail, tourism, manufacturing, and agriculture. President Museveni’s vision for “Full Monetisation of the Uganda’s Economy” through commercial agriculture, industrialization, and digital transformation has contributed to this success.
