KAMPALA – Brigadier General Charles Oluka, the Director General of the Internal Security Organization (ISO), has passed away.
According to military sources, Gen Oluka had been battling heart complications, although the official cause of his death has not been disclosed.
Gen Oluka took the reins of ISO in October 2020, succeeding Col. Frank Bagyenda, who faced intense criticism over alleged fabricated intelligence reports. During his tenure, Oluka worked to restore the organization’s credibility and effectiveness.
Deputy Defence spokesperson Col Deo Akiiki and Deputy Presidential Press Secretary Faruk Kirunda confirmed Gen Oluka’s passing.
According to Kirunda, the spymaster died at Doctor’s Hospital Sseguku along Entebbe Road, where he had been taken earlier in the evening.
Gen Oluka is survived by his wife, Harriet Akisa, whom he married at St. Patrick’s Catholic Church, Madera-Soroti, in 2023. The nation mourns the loss of this dedicated public servant, who will be remembered for his contributions to Uganda’s security and stability.
