As the festive season approaches, the Uganda Prisons Service has been put on high alert. The Commissioner General of Prisons declared a Standby Class One period for all staff, effective from December 16, 2024, to January 18, 2025. “This directive was issued to ensure the safety and security of both prisoners and staff during the holiday season.”
According to Frank Baine Mayanja, Senior Commissioner of Prisons and Deputy Director CCA/Service Spokesperson, the festive season often brings excitement among prisoners and staff, leading to potential security lapses ¹. Additionally, the prevailing threats of terrorism necessitate heightened vigilance in all prison units.
During the Standby Class One period, prison staff were required to adhere to strict guidelines. These included strengthening and enhancing prison safety, security, intelligence, and coordination with other security agencies. Hired prisoners’ labor, also known as Kibarua, was suspended, and prisoners’ visitations were also suspended, although prisoners’ items could still be delivered at the prison gate.
To ensure the smooth operation of the prisons during this period, staff were required to ensure adequate supplies, regulate admission of prisoners to outside health facilities, and restrict unauthorized persons from accessing the barracks.
Frank Baine Mayanja emphasized that any Officer in Charge who breaches these guidelines shall be personally held responsible. As the Senior Commissioner of Prisons, Mayanja has been instrumental in promoting the welfare and safety of both prisoners and staff. In fact, he has conducted training sessions on customer care and public relations, emphasizing the importance of professionalism and financial literacy among prison staff ¹.
