Kayihura can be allowed to bury his mother on request – Court Martial

KAMPALA – The General Court Martial registrar, Maj John Bizimana has said the army court will grant permission to former Inspector General of Police, Gen Edward Kale Kayihura to attend his mother’s burial.

However, Maj Bizimana said they were yet to receive any request from Gen Kayihura or his legal team. Catherine Tibemanya Mukarwamo aged 92, died in the wee hours of Thursday morning in Mukuubo Parish, Fort Portal city.

“The ruling was very clear. Not outside Kampala or Wakiso without permission from the authority. The permission can be sought and he will be allowed to go. He can approach the CDF or chairman General court-martial,” Maj Bizimana said.

Gen Kayihura is restricted from travelling beyond Wakiso district because of the on-going trial in army court in which he is battling three counts. These offences include aiding and abetting the kidnapping by the commission, repatriating Rwandan exile and refugees and Ugandan citizens to Rwanda.

As part of his bail conditions, Gen Kayihura must always seek permission from the Chairman General Court Martial, Lt Gen Andrew Gutti, Chief of Defence Forces –CDF Gen David Muhoozi or Commander in Chief –CIC President Gen Yoweri Kaguta Museveni.

The deceased’s burial was not yet known as some reports indicate she would be buried in Fort Portal while others indicate she will be transported to Nyakabande in Kisoro district. The four-star General could not be reached on phone.

Before he appeared in army court in August 2018, Gen Kayihura had been confined in Makindye Military Barracks for over 75 days. Kayihura was also accused of failing to protect war material when he gave guns to an authorized civilian group Boda-boda 2010 under the leadership of now-jailed Abdallah Kitatta.
