WAKISO – The police and State House Anti-Corruption Unit have arrested the OC station Wakiso district ASP Joseph Kamukama for obstruction.

Kamukama has been arrested on grounds of trying to obstruct investigations by protecting suspect Ceaser Ekwang following a muder case that happened on March 31, 2020, Kampala Metropolitan Police Spokesperson SP Patrick Onyango revealed.

Onyango said when the team asked Kamukama to give them the suspect, he allegedly refused insisting that he is the alpha and omega of the station.

“He indicated that he was not going to handover Ekwang to the team. He allegedly pulled out his pistol and threatened to shoot the officers,” Onyango said.

He added that the team, however, used their skills and arrested him and is being charged with obstruction.

“The team were following the case where it is alleged that one Serungi a resident of Kisimbiri village, wakiso district was killed in a scuffle with Police constable Kabosi Isaac. Serungi was reportedly accusing Kabosi for using his motorcycle without paying for it and fight ensued,” he said.

Onyango revealed that Kabosi with the help of civilians subdued Serungi and called PC Stephen Wafula who shot Serungi dead when he tried to rescue his colleague.

“The OC Kisimbiri police post was informed about the incident and he downplayed it. The investigations were not carried out in a professional way and the residents complained to state house anti Corruption unit,” reads an excerpt.

According to Mr Onyango a joint team was set up to investigate the matter and has arrested police officers including ASP Patrick Mugume,PC Isaac Kabosi, PC Stephen Wafula.

On the other hand the arrested civilians include Gorge Robert Lubwama, Tonny Kayenike, and Caeser Ekwang.

“They are all being charged with murder and mismanagement of a murder case,” Onyango noted.
