COVID-19 CRISIS: Kadaga runs to AG as High Court blocks UGX10b they allocated themselves

Speaker Kadaga confused as High Court blocks Ugx10b when they it’s already distributed to MPs (PHOTO/File).

KAMPALA – Speaker of Parliament, Rebecca Kadaga has asked the Attorney General, William Byaruhanga to offer Parliament with legal advise on how the legislature should respond to the court order, barring MPs from spending the Shs10b for Coronavirus saying that the money has already been sent to legislators.

In her Communication during Wednesday’s plenary sitting, the Speaker confirmed that Shs10b had already been give away to MPs contrary to a court injunction ordering the House not to release the money pending disposal of the case.

Kadaga said, “By the time we received the order, I am informed that the money, the subject matter of the suit had been received by the Parliament Commission and already disbursed. In the circumstance, I instruct the Attorney General who is party to this matter to come to this House and offer guidance as to how this order can be implemented. It’s confusing.”

On Tuesday, High court Judge Esta Nambayo ordered that Shs10b Parliament had allocated to MPs, with each expected to get Shs20b should not be distributed pending the ruling.

In her ruling, Justice Nambayo said that no MP should use this money until April 29, 2020 when the case filed by Gerald Karuhanga (Ntungamo Municipality) and Jonathan Odur (Erute County) against the Parliamentary Commission and the Attorney General will be heard and disposed of.
