KAMPALA – The Uganda National Examinations Board (UNEB) will within few weeks summon students and heads of schools whose results were withheld over suspected exam malpractice.

Other people to be summoned are the invigilators and scouts that were hired to oversee the entire examinations process in the affected schools.

This was revealed by UNEB Executive secretary Dan Odongo as UNEB released Primary Leaving Examinations.

However, he did not provide the exact time frame when this will take place but said UNEB is still investigating the circumstances under which the affected students got involved in suspected exam malpractices.

“All candidates whose results have been withheld will be accorded a fair hearing by the Board’s Examinations Security Committee. Those candidates who will be cleared will have their results released. After the hearings are concluded the Board will publish in the media the list of schools and districts from which results will have been cancelled,” he said.

He explained that the hearing will be given in line with the principle of natural justice which says that a person should not be condemned until they are heard and have defended themselves.

“We shall accord all parties a fair hearing, and after they have defended themselves, the committee can decide to release the results if students are found innocent. But if found guilty of cheating exams, their exams will be cancelled,” Mr Odongo said adding: “The committee will also decide on what to do for the school heads, invigilators and scouts.”

Mr Dan Odongo said results of 1,512 candidates have been withheld pending investigations.

Odongo says the number is much lower than the 3,346 withheld in 2018 PLE.

Following the fake papers circulated on Social Media prior to the exams, Odongo says markers found in some candidates’ scripts excuses such as “this is not the paper we are to do,” “this is not our examination”.

In regard to the increasing number of withheld results, Education Minister, Janet Museveni said the ministry would cancel centres whose results have continuously been withheld.

He has urged the government to develop tougher punishments in the law so as to tame the malpractice.
