Govt wants UGX7b for presidential swearing-in

KAMPALA – The Ministry for Presidency is seeking UGX7b to be used to organise the swearing-in ceremony for the president elect after the general elections in May 2021.

The revelation was made by Esther Mbayo, Minister in Charge of Presidency while appearing before Parliament’s Presidential Affairs Committee to present the 2020/2021 national budget framework paper.

Mbayo said that although the expenditure was presented to the Ministry of Finance, no penny was allocated for organising for the swearing ceremony for the president in 2021.

Mbayo also told MPs that if the 2020/2021 budget estimates are approved by Parliament in this current form, the Ministry’s activities will be crippled because of the numerous expenditure items that remain unfunded.

The Minister cited the Shs924 billion required for medals explaining that the country has run out of stock and this is a big embarrassment to the president.

Mbayo further added that the budget for the facilitation of RDCS has for a long not been increased despite the increasing number of new districts she said Shs3.5 billion is required.

Minister of State for Planning, at Ministry of Finance, David Bahati said that only Shs4Trn is available for spending and the President directed that security must be taken as a priority in the 2020/2021 national budget.
