KAMPALA – Med Kaggwa, the deceased Uganda Human Rights Commission (UHRC) boss, spent the whole of Tuesday in high spirits as he prepared for celebrations to mark the World Children’s Day that was scheduled for Wednesday, November 20, 2019.

According to the staff at UHRC, Kaggwa even participated in a mock exercise carried out in preparation for the Wednesday function. He was said to be in an upbeat mood, visiting the different departments and introducing them to Mastulla Nassaka, a young girl, who had been participating in the mock exercise as the UHRC chairperson.

According to UHRC staff, who requested anonymity, Kaggwa later left office, saying he had several appointments. Sadly, that was the last moment they saw him.

According to a family member, Kaggwa, who had a history of hypertension, was on his way to hospital for a checkup on Wednesday morning when he collapsed dead.

The UHRC chairperson was rushed to Case Hospital after being found unconscious in his vehicle and was later pronounced dead.

Kaggwa was meant to be part of a panel discussion on the rights of children at UNICEF in Kampala this morning.

“The announcement came in that he collapsed while driving and therefore could not join us,” Hadijah Mwanje, one of the organisers of the event said.

According to Dr.Patrick Kaliika, the Medical Director at Case Hospital, the UHRC chairperson was found convulsing and unresponsive in his car.

“The doctor started a one-man cardiopulmonary resuscitation with mouth to mouth respiration and cardiac compressions,” Dr Kaliika said.

“The ICU team took over and started advanced life support including CPR, intubation, adrenaline *4 in 1 mg series and defibrillation 360J *3 in series. This continued for one hour with no return of vital signs of life. He was declared dead at 9 am,” he added.

The body of Kaggwa has been taken to Mulago hospital for a postmortem. He will be laid to rest on Thursday, November 21, 2019, at 2:00 pm in Mpigi District.
