KOTIDO – Concerned residents of Kotido district in Karamoja sub-region are calling for an investigation into alleged abuse of Northern Uganda Social Action Fund phase III (NUSAF3) in Kotido.

The locals claim NUSAF3 project is almost winding up its activities but they don’t see any tangible result on the ground.

Mr. James Lokol, a resident of Nakapelimoru told PML Daily that NUSAF3 has only benefited the district officials not the local community.

He said since last year most people who worked under the community labour base have not received their payment and there is no clear reason that the district officials are giving the community as to why they are not paying them.

“What we know as Kotido residents is that NUSAF3 funds have been abused and the funds are seen in the stomachs of most district officials in Kotido,” he said.

Betty Moru another resident of Kacheri said they cited some ghost projects where a lot of money was spent

“We want the team of Lt. Col Nakalema to come and camp to Kotido just for three days we shall take her to all the ghost projects where money was spent,” She said.

Joseph Adupa one of the anti-corruption monitors in Kotido town council said more than 1.3billion sent under NUSAF3 has been mismanaged in Kotido.

“We are concerned residents and we need actual accountability of this money not paper accountability,” he said.

Ms Sarah Napem the NUSAF3 desk officer Kotido confirmed some groups had not been paid due to missing digits in their accounts but said they were rectifying it.

“It’s true some groups never received their money because some accounts digits were missing and the money bounced back to the centre but we have worked on it and anytime they will get their money,” She said
