They should be sacked! Muhakanizi warns Accounting Officers on staff absenteeism

KAMPALA – Secretary to Treasury, Keith Muhakanizi has on Friday, August 23 asked Accounting Officers to address the issue of absenteeism from work.

The ST who was speaking during sensitization workshop for local government accounting officers on various public financial management initiatives at Imperial Royale Hotel in Kampala said that some of these Officers tend to dodge office on unknown reasons, something he says affects productivity.

“You cannot deliver on the performance contract if the staff under you are not held accountable for the results,” said Muhakanizi.

Muhakanizi also urged the Officers to work together with his Ministry to ensure that loopholes in Public Financial Management systems are closed to improve accountability and service delivery.

He said despite several attempts to reform the payroll and pension management through decentralization of payment processing, there are still challenges of delays in payments by the Accounting officers.

Muhakanizi also noted that the current banking arrangement has been problematic especially with access to local revenue and monitoring of Development Partners disbursements which may cause duplication of effort or create the opportunity for misuse of resources.

Muhakanizi also launched the new National Public Sector Procurement Policy.
