KISORO- The Office of the President is again in the spotlight after two people claimed to have been appointed to the position of the Deputy Resident District Commissioner (RDC) for Kisoro District in a recent reshuffle.
The duo, who are both called Moses Nuwagaba, claim that ahead of the announcement of the RDC reshuffle, they were called by officials from the Office of the President, including the President, informing them of the appointment but they received a different story when they went to pick the appointment letters.
The men in question are Moses Nuwagaba, the speaker of Eastern Division in Rukungiri Municipality, and another Moses Nuwagaba, the former deputy RDC of Kaberamaido District in eastern Uganda.
This website has seen two letters written by both officials to the Principal Private Secretary (PPS) to the President, Ms Molly Kamukama, protesting the move and seeking clarification over the anomaly.
Nuwagaba, the speaker, in an October 22 letter to Ms Kamukama said; “I was called by Madam Lucy Nakyobe [State House Comptroller] and later by the President himself, informing me of my appointment and confirmation. On reaching the President’s office to pick my appointment letter, the personnel officer, Mr Herbert Atuhaire, told me that we are two people sharing the same names; Moses Nuwagaba one in service and myself.”
On the other hand, Mr Nuwagaba (former Kaberamaido Deputy RDC), claimed he has been transferred to Kisoro District and vowed to drag the officials in the Office of the President to the court should they revoke his appointment.
“I am reliably informed that my appointment letter clearly indicates that I have been transferred from my workstation to Kisoro District to serve as deputy RDC,” Mr Nuwagaba explained.
He added: “The controversy is being created by the personnel officer in the President’s office, Mr Herbert Atuhaire. On Monday, when I went to pick my appointment letter, the same personnel officer withheld it, claiming that there was controversy in the appointment and asked me to seek for clarification from higher authorities. I feel this is a creation by this personnel officer to snatch my appointment for reasons well known to him because in 2016, he withheld my salary until I petitioned the higher authorities before he released it.”
Ms Kamukama was not available for a comment while Mr Atuhaire declined to comment on the matter and referred us to the Senior Presidential Press Secretary, Mr Don Wanyama.
On Tuesday, Mr Wanyama promised to crosscheck with other authorities before commenting on the matter.
“I will crosscheck the matter and give you feedback. But what I am sure of is that two people were not appointed for the same job.” Mr Wanyama said.
Early this year, the President shelved the appointment of RDCs and their deputies after it emerged that some names on the list had long died.
