Technology has revolutionized the way people communicate and participate in governance processes, according to Jhanet Sebunya, a scholar specializing in technology-driven citizen engagement. “Uganda’s 20 million internet users put it on the cusp of digital transformation, if leveraged effectively.”
Sebunya’s research highlights the potential of digital platforms in fostering inclusive governance. “Technology can bridge the gap between citizens and government,” she notes. “However, cultural barriers and limited internet access must be addressed.”
To harness technology effectively, Uganda must invest in infrastructure development, particularly in rural areas. Establishing robust data protection laws and promoting digital literacy programs will empower citizens. The government can utilize social media for community surveys, WhatsApp for virtual town halls, and digital apps for budget tracking and reporting corruption.
“Technology alone cannot bridge the gap between citizens and government,” Sebunya emphasizes. “We must foster a culture of openness and inclusivity.” Community leaders should promote dialogue and inclusivity, while digital literacy programs can empower citizens.
