Former Buyende DPC Muhammad Kirumira’s father has dragged the chairman of the police disciplinary Court SCP Dennis Odongopiny to High Court’s Civil division for subjecting his son to illegal proceedings.
Abubakar Kawooya , accuses Odongopiny of charging Kirumira with offenses against which he is protected by the Whistle Blowers Act. Before his arrest, Kirumira complained in writing against the conduct of the said Odongopiny and other senior police officers of the court.
Kawooya has now raised concerns that his son will not get substantive justice before the police disciplinary court and wants the High Court to immediately halt these proceedings.
Kawooya also complained about the manner in which his son is detained incommunicado without access to his relatives or lawyers during police proceedings , something which has caused him psychological torture.
Kawooya now seeks court to order the unconditional release of his son from police. He also is seeking a permanent injunction restraining the police court from charging Kirumira with offences he complained about. Kawooya further seeks an order for payment of general damages for wrongful arrest and detention.
This comes after Buganda Road Court last week dismissed Kirumira’s application for unconditional releases on grounds he is legally charged before the police court for offences of corruption and professional misconduct.
